On September 1, Russia’s finance minister said that “if you smoke a pack of cigarettes, that means you are giving more to help solve social problems such as boosting demographics, developing other social services and upholding birth rates,” so you know, you should drink & smoke more. How else can you be a true Russian patriot, right?
